Grant Description
Integrated English Literacy and Civics Education (IELCE) programming combines four instructional elements: English language acquisition, civics, workforce preparation, and workforce training.
While any Adult Education program can offer IELCE as part of their Adult Education programming, a portion of the federal Adult Education funds received by the state of Minnesota is designated specifically to support IELCE programming. The Minnesota Department of Education issues a RFP (Request for Proposals) for IELCE projects and programs every three years. All Adult Education providers that serve the immigrant and refugee community are eligible to apply for IELCE funding. The most recent grant competition was held in the spring of 2025 and results have not yet been announced.
