Performance Indicators

Adult Education performance indicators are different ways to measure progress and success of Adult Education programs and students. The performance indicators are defined by the Workforce Innovation and Opportunity Act of 2014 (WIOA) and by the U.S. Department of Education’s Office of Career, Technical, and Adult Education (OCTAE). Overall, there are 6 primary indicators of performance for WIOA programs, including Adult Education:

  • Measurable Skill Gains (MSGs)
  • Employment second quarter after exit
  • Employment fourth quarter after exit
  • Median quarterly earnings second quarter after exit
  • Credential attainment
  • Effectiveness in serving employers

Targets for Performance Indicators

The federal Office of Career, Technical, and Adult Education (OCTAE) negotiates with the Minnesota Department of Education (MDE) to set annual performance targets for Minnesota’s Adult Education system. At the end of each program year, Adult Education consortia report performance to MDE. MDE staff then report composite performance results for the state to OCTAE, through the National Reporting System (NRS). Individual programs or consortia do not report directly to the NRS or to OCTAE.

  • Measurable Skill Gain (MSG): 36.8%
  • Employment second quarter after exit: 37%
  • Employment fourth quarter after exit: 39.2%
  • Median quarterly earnings second quarter after exit: $7603
  • Credential Attainment Rate: 20.3%
