Integrated English Literacy and Civics Education (IELCE) programming combines four instructional elements: English language acquisition, civics, workforce preparation and workforce training. While any ABE program can offer IELCE as part of their ABE programming, a portion of the federal ABE funds received by the state of Minnesota is designated specifically to support IELCE programming. These funds are administered by the Minnesota Department of Education ABE office, which issues a RFP (Request for Proposals) for IELCE projects and programs every three years. All ABE providers that serve the immigrant and refugee community are eligible to apply for IELCE funding. The next grant competition is scheduled to take place in 2025.
